You don't need to belong to the same kingdom to get buffed by other players , they can easily buff you by holding CTRL while using buff skills on a player
As for changing kingdoms you can either purchase it from the item shop

Hi , its not a bugg at all , you cannot add DEX Stat as long as you're berserek skill is active. deactivate it then add the stats.
